DESCRIPTION:The annual meeting of the OECD Network of Foundations Working for Development (netFWD) was held on 25–26 March 2026 at the OECD Headquarters in Paris under the theme “Data and Evidence‑based Philanthropy for a post‑FfD4 Development Reality.” The meeting also marked the launch of the third edition of the Private Philanthropy for Development report\, which highlighted the anticipated decline in Official Development Assistance (ODA) by 9–17% in 2026 and underscored the growing need for philanthropy to play a more strategic role in complementing development finance alongside governments\, development finance institutions\, and multilateral development banks. \nThe meeting’s agenda featured the presentation of new global philanthropic data\, discussions on philanthropy’s role in blended finance and multisectoral solutions\, strengthening collaboration with development finance actors\, and exploring innovative funding strategies in education\, health\, climate\, and gender equality. Participants also emphasized expanding the scope of philanthropy to include community giving and improving data collection practices amid declining ODA levels. \nA prominent parallel session on health and climate brought together global experts to discuss “how philanthropy can partner with other actors to advance multisectoral solutions aligned with national priorities.” The session featured a delegation from the the General Authority for Awqaf (GAA)\, Saudi Arabia including Dr. Bandar Alamer\, Mr. Tufeeq Alghamdi\, and Mr. Sultan Alhowymel\, alongside Dr. Muniruddeen Lallmahamood from UNDP’s Istanbul International Center for Private Sector in Development (ICPSD). The delegation highlighted the innovative role of Awqaf in financing and supporting health and climate initiatives in alignment with Saudi Vision 2030 and the conditions set by endowers. \nThe participation highlighted the contribution of Awqaf as a sustainable mechanism for financing health and climate‑resilience solutions. SUMMARY:UNDP and Saudi Arabia's General Authority of Awqaf Showcase New Index to Boost Sustainable Development
DESCRIPTION:  \nISTANBUL\, 13 May 2026 – The United Nations Development Programme (UNDP) and the General Authority of Awqaf (GAA) of Saudi Arabia today co-hosted a landmark event to introduce the Awqaf Excellence Index\, a new framework designed to drive institutional innovation and sustainable impact within the global Waqf sector. \nThe event\, held at the UNDP Conference Hall in Istanbul\, brought together 28 high-level representatives from governments\, embassies\, and international organizations. The showcase detailed the Index’s methodology and its strategic value in advancing both the Waqf sector and the Sustainable Development Goals (SDGs). \nThe Awqaf Excellence Index establishes a rigorous framework for institutional maturity\, grounded in more than 22 international standards\, including EFQM\, OECD Principles\, and GRI. The initiative aims to bridge the gap between traditional Islamic philanthropy and modern impact-oriented financing\, fostering excellence and innovation in Waqf-based development cooperation. \nThe program featured keynote addresses from Ms. Nahid Hussein\, UNDP Resident Representative\, and Dr. Bandar Alamer\, General Supervisor of GAA. A detailed presentation on the Index’s design and strategic value was delivered by Eng. The conference was jointly organized by the Human Welfare League (Mauritius)\, the General Secretariat of the Organisation of Islamic Cooperation (OIC)\, the Research Centre for Islamic History\, Art and Culture (IRCICA)\, International Institute of Islamic Thoughts (IIIT) and the National Awqaf Foundation of South Africa (Awqaf SA).  \nRepresenting UNDP\, Dr. Muniruddeen Lallmahomood\, Lead of UNDP’s  Istanbul International Center for Private Sector in Development (IICPSD) Islamic Finance portfolio\, delivered a presentation titled “A Maqāṣid al-Sharīʿah-Based Framework for Measuring the Performance of Waqf: Repositioning Waqf as Living Islamic Heritage and a Tool for Socio-Economic Transformation in Sub-Saharan African Economies.” The presentation explored how a Maqāṣid al-Sharīʿah-based approach can strengthen the assessment of waqf performance and enhance the contribution of waqf institutions to socio-economic development across Sub-Saharan Africa.  \nIn addition to his presentation\, Dr. Lallmahomood actively contributed to conference discussions and knowledge-sharing sessions on Islamic heritage\, education\, governance\, and socio-economic transformation. His interventions emphasized the importance of robust measurement frameworks\, multi-stakeholder partnerships\, and the alignment of Islamic social finance instruments with the Sustainable Development Goals (SDGs). Through its participation\, UNDP reaffirmed its commitment to advancing innovative Islamic finance solutions and supporting the development of inclusive\, resilient\, and sustainable economies through initiatives such as GIFIIP.  \nThe conference brought together a diverse group of scholars\, researchers\, policymakers\, community leaders\, waqf practitioners\, educators\, and representatives of international organizations from Africa\, the Indian Ocean region\, and beyond.
